Commonwealth Compliance Solutions (CCS) is a bipartisan consulting business specializing in compliance with lobbying disclosure and campaign finance with the Pennsylvania state government (report filing, record keeping, communicating with governing state agencies on behalf of the client, assisting the client through routine state audits, gift tracking, etc.). We also provide government affairs support services including (but not limited to) legislative monitoring, and mobilization and optimization of political action committees. Our services also include compliance seminars and internal compliance audits.
CCS partners have over 25 years combined experience working for and within various levels of the Pennsylvania state government (both executive and legislative).
Sherry served as the former Chief of the Campaign Finance and Lobbying Disclosure Division at the Pennsylvania Department of State after the passage of Act 134-2006 (The Lobbying Disclosure Law), and also provided administrative support to the lobbying disclosure regulations committee. On the campaign finance side of the world, Sherry provided policy and procedure seminars to the County Boards of Election and provided ongoing guidance to members of the PA State Legislature, political action committees and party committees. In 2002 and 2007, Sherry also played a major role in the planning and development of the initial online filing systems for both campaign finance and lobbying disclosure.
Sherry brings internal knowledge of various department policies and procedures, and how related agencies communicate to enforce the campaign finance and lobbying disclosure laws. Sherry uses this knowledge and experience to guide clients through compliance with PA Campaign Finance and Lobbying Disclosure Laws, state audits, and reporting requirements.
Sherry studied foreign languages at Franklin & Marshall College in Lancaster, PA and has a Bachelor of Arts degree in Philosophy from Ripon College in Ripon, WI. Sherry lives in Mechanicsburg, PA with her husband, Tom, and daughter, Chloe. Despite also having feline family members, they enjoy collecting glassware (and fine art). In her spare time, Sherry enjoys binge-watching House of Cards and Game of Thrones, talking food and wine with Sarah, and volunteering in her community.
Sarah began her career in Harrisburg as a lobbyist with a prominent firm on the heels of the passage of the Lobbying Disclosure Law. As a lobbyist, Sarah has demonstrated a high level of dedication to her clients and the issues that matter to them. In 2018, she decided to use her knowledge and skills to benefit CCS and seize the opportunity to work with her favorite partner in crime, Sherry.
For CCS, Sarah guides clients through compliance requirements and helps them understand the legislative process when needed. She provides tutelage on the Pennsylvania legislative process, a sharp eye on legislation with analysis, planning legislative events ("Day on the Hill"), and reporting services. Sarah's experience helps guide our lobbying clients in recognizing the activities that warrant disclosure and provide advice to ensure compliance. Additionally, Sarah brings management and recruitment skills for political action committees with advice on strategic giving and opportunities to grow PACs both financially and in influence.
Sarah has a Bachelor of Science degree in Public Administration from York College of Pennsylvania and most recently held the position of Senior Associate at a lobbying firm in Harrisburg. Sarah is a graduate of the Anne B. Anstine Excellence in Government Service Series and serves as a member of the York College Alumni Board of Directors. She is an avid volunteer, athlete, chef, and outdoorsman. If she's not at her computer, the most likely places you'll find her are in the woods with her fur baby Odin, in her laboratory (kitchen), running the Green Belt, or in the gym with a heavy barbell.
